Premessa.
In Canada è stato eseguito uno studio sugli effetti che il cambiamento climatico potrebbe avere sullo stato delle infrastrutture. Abbiamo voluto dare grande importanza a questa notizia perchè ci sembra importante l'iniziativa e dovrebbe essere intrapresa anche nel nostro Paese. L'Italia ha il 5 patrimonio immobiliare in costruzioni al mondo, per un valoro di circa 7500 miiardi di dollari: il tema della manutenzione è quindi da un punto di vista economico prioritario e in tal senso è importante poter prevedere - e quindi chiedersi - se occorrerà prevedere per il futuro un aumento delle problematiche e dei costi.

Il rapporto, "Adattamento ai cambiamenti climatici e le infrastrutture canadese" è stato rilasciato dall'Istituto Internazionale per lo Sviluppo Sostenibile ( IISD ) e pubblicato con il sostegno della Cement Association of Canada.
Il report è costituito da una sintesi della letteratura corrente che si occupa delle tematiche ambientali interessate all'adattamento ai cambiamenti climatici in Canada e le infrastrutture del paese . Il rapporto è finalizzato a sollecitare ulteriori riflessioni che riguardano il cambiamento climatico e a garantire la longevità delle infrastrutture critiche del paese.
Il rapporto analizza gli impatti climatici e rischi per le infrastrutture chiave per ogni regione e per ogni tipologia e introduce una serie di politiche fondamentali, normative e gli strumenti finanziari.
"L'industria del cemento e del calcestruzzo si impegna ad essere un partner propositivo per affrontare le sfide di mitigazione e adattamento ai cambiamenti climatici ", ha detto Michael McSweeney , Presidente e CEO di Cement Association of Canada . "Siamo in un'epoca di enorme reinvestimento nelle nostre infrastrutture di base in Canada e questo rappresenta una grande opportunità sia per mitigare i cambiamenti climatici attraverso la riduzione delle emissioni di CO2, così come prepararci per i cambiamenti nel nostro clima, che sono già in corso"
Conclusioni del rapporto:
Il cambiamento climatico ha il potenziale di influenzare notevolmente la durata e l'efficacia delle infrastrutture del Canada , in particolare i trasporti, costruzioni, marina e le infrastrutture di gestione delle acque .
Possono essere adottate misure per limitare i costi e rafforzare la resilienza delle infrastrutture .
Mentre vi è stata una notevole quantità di ricerche la maggior parte delle politiche di sostegno e delle modifiche normative rimangono ancora dei semplici e non è cambiata la programmazione degli investimenti.

The report, “Climate Change Adaptation and Canadian Infrastructure,” has been released by the International Institute for Sustainable Development (IISD) and published with the support of the Cement Association of Canada. The report consists of a summary of current literature that deals with the environmentally concerned topics of adapting to climate change in Canada and the country’s infrastructure. It is intended to prompt further thought surrounding climate change with regard to ensuring the longevity of critical infrastructure in the country. The report explores climate impacts and risks to key infrastructure by region and by type and introduces a number of key policy, regulatory, and financial tools for consideration.
“The cement and concrete industry is committed to being a proactive partner in addressing the challenges of mitigating and adapting to climate change,” said Michael McSweeney, President and CEO of the Cement Association of Canada. “We are in an age of massive re-investment in our basic infrastructure in Canada, and this presents an enormous opportunity to both mitigate climate change through reduced CO2 emissions as well as prepare ourselves for the changes in our climate that are already underway.”
Conclusions of the report:
Climate change has the potential to substantially affect the lifespan and effectiveness of Canada’s infrastructure, particularly transportation, buildings, marine and water management infrastructure.
Measures may be taken to limit costs and strengthen the resiliency of infrastructure.
While there has been a significant amount of research and planning done, most supporting policies and regulatory changes remain nascent and investments have not yet fundamentally shifted.
Recent climate events in Canada and abroad have galvanised calls for action at the local, regional and national levels, providing a key opportunity for industry actors to get engaged in the resiliency conversation now.
“Climate change matters for Canada’s infrastructure, and adapting to its effects will require commitments by both the private and public sectors. By supporting IISD research that assesses the opportunities and risks, CAC has taken a key first step towards the broader discussions and work ahead,” said IISD President Scott Vaughan.
